Seems a good idea given users pay principles. I am sure corporations will just regard it as another cost to production and fight it. Yet the highest cost to production of resources is human activity which undermines its own life support. The environment or as Evo Morales so accurately states ‘mother earth’ is not a cost of production it is the womb from which all life is spawned and depends. What we see is the disconnection from the planet through self interested practices and positions. Many seeing themselves as separate rather than intimately connected. Yet they will holiday in nature to relax and find peace. The challenge is to find the connection within, moving from unconscious ego to conscious awareness of our role in affecting the planets support systems.

A climate debt is reminding others that they have a responsibility, when they become more aware they will understand the meaning of stewardship. The latter is a natural consideration and love of nature, where you naturally per-serve the natural system. The former is doing what others agree is right or indeed what is imposed through legislation as you do not see yet the importance of your actions on future generations and all life on earth.

EVO MORALES URGES INDUSTRIALIZED COUNTRIES TO PAY CLIMATE DEBT
SUCRE, March 28 (NNN-Prensa Latina): Bolivian President Evo Morales, has urged industrialized nations to prevent the destruction of the planet and pay their climate debt.
In a meeting with journalists, he also noted the responsibility of rich nations with unlimited exploitation of natural resources.
Morales said that those countries involved in an irrational escalation of industrialization harmful to the environment, must change their policies of depredation of nature.
World Conference on the First Peoples on Climate Change, to be held from April 20 to 22 in the Bolivian city of Cochabamba, he said that the participants must take a position in defence of Mother Earth (Pachamama).
Touching on the event, convened by Morales himself after the failure of the UN Summit in Copenhagen last December, he said it will be an opportunity to defend the life of mankind.
He also expressed his belief that the rights of Mother Earth are more important than human rights, because if there were a disaster on the planet, all would perish.
Also forward a proposal to create an international tribunal to judge Climate countries, consortia and individuals who violate the laws of nature for profit.
The statesman also said in that forum will propose a referendum among all peoples of the world, which could come in the next World Summit on Climate Change convened by the UN for next December in Mexico.
The social organizations of Bolivia, he said, will meet in Cochabamba from next Monday to define their strategy for the climate summit next April.
He also recalled the latest initiative sent by his government to the UN, Bolivia signed a statement setting out a universal human right as access to clean water and it was backed by dozens of countries.
