I note the statement “….Australia remains committed to a peaceful online environment.”
I note that there is no mention of defence from either country and the narrative tends to focus on business and academia. I would like to know exactly who was present at this meeting in the public interest.
Importantly, I note no mention of the Office of the Information Commissioner who would have an interest in privacy.
In my view as a peacemaker cyber surveillance exacerbates lack of trust and has come from defence not cooperation. the intent is not peace building it is defence of commercial and government interests inclusive of civilian surveillance. This in my view is a brave new world scenario.
Joint Outcomes of the Australia-Israel Leaders’ Roundtable on Cyber Security
The Leaders’ Roundtable on Cyber Security was held in Jerusalem, Israel on 30 October and included Australian government, academia and industry representatives, as well as representatives from a number of Israeli government ministries.
The Roundtable provided an opportunity to exchange views on challenges and best practice responses in the field of cyber security in the government and commercial context.
Australia and Israel discussed the development of their respective cyber strategies. The participants discussed frameworks and processes to support innovation, and shared best practice on government supporting and developing local cyber security ecosystem; companies, innovation and research.
The two countries reinforced their leadership roles in cyberspace and resolved to continue to share learnings in these areas.
The two countries discussed the process for building national cyber capacity. Australia and Israel shared its approach to developing technical as well as non-technical cyber capabilities. Both countries exchanged views on the challenges posed by the ‘Internet of Things’ and the level of risk across industry sectors. The two countries agreed to communicate on the ‘Internet of Things’, particularly in ensuring consumers are better able to use smart devices intelligently and securely.
Both countries shared views on the application of international laws and norms in cyberspace. Australia provided an overview of the International Cyber Engagement Strategy, launched in October. Both countries highlighted the importance of digital trade, and the tremendous global economic potential offered by the Internet.
The two countries discussed the need to encourage students to strive for careers in cyber and science, technology, engineering and maths (STEM). AustCyber and the Cyber Technology Unit also agreed to work together to cross map each other’s development priorities.
Both countries agreed that the inaugural 1.5 track Australia-Israel cyber dialogue, which sees government industry and academia come together to discuss emerging cyber issues, will be held in Canberra next year.
The Israeli delegation was led by Dr. Eviatar Matania, Director-General of the Israeli National Cyber Directorate (INCD), supported by Mr Yigal Unna, Chief Executive Director of the Cyber Technology Unit at INCD. The Australian delegation was led by the Hon Dan Tehan MP, Minister Assisting the Prime Minister for Cyber Security, supported by Cyber Security Special Adviser Alastair MacGibbon and the Ambassador for Cyber Affairs Tobias Feakin. The Dialogue included representatives from different Israeli ministries, Australian government, academia and industry.
Representatives from Australian industry and academia included the Australian National University, the University of New South Wales, Edith Cowan University, University of Melbourne, AustCyber, Stone & Chalk, Airlock Digital, Penten, Haventec, Shearwater Solutions, ArchTIS and With You With Me.
The Australian delegation will also meet with Mr Buky Carmeli, Director-General of the National Security Authority, in Beersheba on 1 November.
Australia thanked the Israeli government for hosting the Leaders’ Roundtable on Cyber Security and looks forward to hosting Israel next year in Australia.
